The one-week workshop hosted by the PMI, with the support of the International Carbon Action Partnership, introduced participants to the key elements of emissions trading. Drawing on examples and experiences from existing systems, the workshop explained the main design choices for setting up an ETS and conveyed solutions for their implementation. The workshop included government participants from Bangladesh, China, India, Indonesia, Malaysia, Pakistan, the Philippines, Thailand and Vietnam. The lessons built on the Emissions Trading in Practice: A Handbook on Design and Implementation (2nd Edition) (link). In addition, given regional interest in the use of carbon crediting, the course also explored the basics of crediting mechanisms, including both domestic and international crediting issues. These materials were drawn from “A Guide to Developing Domestic Carbon Crediting Mechanisms” (here). The workshop introduced emissions trading as a policy instrument for climate policy, and provided illustration through many hands-on examples, practical experience, and case studies. It addressed a range of issues faced in the design of emissions trading systems, taking into account the needs and circumstances of the countries in the region. Sessions on crediting covered the basic components of designing and implementing crediting mechanisms, including leveraging international credits to build a domestic crediting mechanism.
