Program Overview

Early in PMI operations, several regional activities were launched to support groups of countries sharing similar challenges and priorities in advancing carbon pricing and carbon market participation. These engagements tested how regional knowledge sharing, peer learning, and coordination could align and accelerate countries’ readiness and implementation efforts. 

Objective and Activities

This pilot phase aimed to build regional knowledge and create pathways for follow-up support at the country level through:

  • Multi-country capacity-building workshops and technical exchanges;
  • Diagnostics (e.g., using the Mitigation Action Assessment Protocol (MAAP) tool) to identify entry points for follow-up support.

Early outcomes validated regional engagement as a useful mechanism to identify demand, strengthen capacity, and create structured follow-on support. Examples include:

  • In Africa, technical assistance deepened understanding of carbon pricing in the energy sector and identified opportunities for regional harmonization through the West African (WAPP) and Southern African Power Pools (SAPP), as well as Southern African Development Community (SADC)
  • In EAP, activities surfaced country needs that led to Just-in-Time support such as to Papua New Guinea.
  • In LAC, regional activities informed Just-in-Time support in Ecuador and Brazil, helping to translate interest into implementation steps.
